Synopsis: In 1998, the casino government collaborated with the police and gaming associations to crack down on underground casinos and control the rising rate of social crime. This led to the distribution of operating rights for newly-built casinos through auctions, aiming to rectify and eliminate the gaming industry. The changing landscape of the casino world caused by the auctions also reveals hidden secrets and conflicting interests.
